Poorline Condition?

Does anyone here has an issue with poor line condition when using their fax service? When I sent a fax to my fax number, sometimes I received a poorline condition message and my fax come to me only half a page. When called and ask for support, the support staff tested my line and everything seems fine.

Please advise on how to fix this
